On Tuesday, the International Monetary Fund (IMF) approved the allocation to Ukraine of third tranche adjustment loan of $ 3.3 billion dollars (2.12 billion special drawing right, SDR).
As reported in the press release of the IMF, so the total allocated credit for already allocated three tranches will be 10.9 billion dollars (7 billion SDR).
The agreement on granting Ukraine credit adjustment of $ 16.4 billion (11 billion SDR) was reached 5 Nov., 2008. At the same time has been allocated the first tranche, while the second was approved in May 2009.
According to the IMF, the state of Ukraine’s economy has gradually stabilized. In recent years, pressure on the financial system of the state decreases, but the decline in production has proved higher than expected. So, monetary policy of the National Bank of Ukraine, who is willing to act tough with the strengthening of inflation or the sudden change in the exchange rate, called adequate. In addition, the IMF noted, about the successful steps of the Ukrainian government to restore confidence in the banking system.
In the case of the IMF stabilization program proposed by the fourth tranche could come as early as November 2009.
Remember, that in early July the IMF revised the forecast fall in GDP of Ukraine at 2009, concluding, that the Ukrainian economy during this period decreased by 14 percent rather than 8 percent, as expected.

Nearly a third part of Americans (29 percent) complained, that the crisis has brought into their lives more stress, but also led to the deterioration or total destruction of relationships with relatives, including spouses. Says the results of a survey, conducted by the bank ING Direct. For comparison, in France, said so 24 percent of respondents, in Canada – 23 percent, while in Germany – 12 percent.
So, 40 percent of Americans said, that because of the crisis and recession in the U.S. economy, they will have to retire much later than originally planned. 34 percent of respondents who say so, are confident, that now they will have to retire ten years later, than planned before the recession. So, 16 percent of U.S. residents have stated, that the primary goal of saving for them was the future pension.
If we talk about the economy, the most popular among Americans’ way is considered as cooking at home. This pre-cooked meals, respondents also take to work. To save money in this way prefer 53 percent of those surveyed. For comparison, in Italy, said so about 20 percent of those surveyed, while in Canada – 44 per cent.
Refusal to use a credit card in the calculation of the purchase is the second most popular way to save money. About 46 of respondents described that in the United States. In Italy, this explained only 17 percent of respondents, while in Germany – only 11 per cent. 35 percent of Americans believe, that the accumulation should be created in order to have a financial “cushion” in case of a sharp deterioration of the situation in the country.

The most efficient oil trader of American bank Citigroup – Andrew Hall, demanded from the financial organisation to provide him at the 2009 year bonus, which could reach 100 million dollars. This is what writes, the newspaper The Wall Street Journal. Hall heads the energy brokerage unit Phibro, owned by Citigroup. According to the newspaper, the bank receives a significant portion of the profits due to Phibro, but the financial results of units was not disclosed.
Will the Citigroup Hall defend the right for a bonus, yet unknown. In any case, the attempt to retain the premium for Phibro could lead to conflict between Citigroup and the government, which since the beginning of 2009 has been leading active combat against bonuses in the financial organisation, that received government help. In particular, the United States has already passed a bill giving 90 percent tax on the bonuses in the banks benefiting from the assistance of the Government.
But Citigroup goes in favor of maintaining a lucrative bonuses for profitable traders. For example, in April 2009 when the bank received 45 billion dollars of government help, authorities of Citigroup insisted, that for Phibro had been reserved multimillion bonuses. Due to the fact, that the unit in 2008, predicted the rise in oil prices, which by mid-year rose to 147 dollars a barrel, Citigroup managed to earn several hundred million dollars. According to the newspaper, if not for Phibro, the annual loss of Citigroup in 2008 would significantly exceed 27.7 billion dollars.
Oil trader of Citigroup – Andrew Hall, is the most paid employee in the financial organization. He has a millennium castle in Germany, as well as a large mansion in Connecticut. Several years ago, Hall founded the statue at his location, with height of 80 feet (24.38 meters). The neighbors across the court made statement for demolition of the statue.

France will provide $ 2 billion, as today adopted by the heads of the “Big Eight” (G8) support program for agriculture for the world’s poorest countries. This statement was made today, speaking to the outcome of the summit in Italy, by French President – Nicolas Sarkozy.
Recall, previously learned, that the leaders of the G8 agreed today to provide in the next few years 20 billion dollars on agricultural development for the world’s poorest countries. Originally planned, that this would be amount to 10-15 billion dollars
We know, that out of these funds up to $ 3.5 billions will be allocated over the next three years, by the U.S. government.
Commenting the decision by the leaders of the largest economies in the world, African presidents have already managed to say, that expected more from the G8. “We can not say, that this is enough. But there, at least, there are the concrete actions”, – said the President of the Republic of South Africa – Jacob Zuma.
Recall, that a summit of G8 (USA, UK, Japan, France, Germany, Italy, Russia, Canada) was held in Italy from 8 to 10 of July 2009.

In turn, British Prime Minister Gordon Brown said, that any discussion about an alternative world reserve currency at this stage may lead to destabilization of the currency markets. This problem should be solved in the long run, he said. “I do not want to have the same impression, that the abrupt change is already on the way” – G. Brown told to the reporters immediately after the intervention of the Chinese representative.
Remember, even in anticipation of the summit, British Prime said, that the discussion of a new reserve currency – not the most important challenge, which now facing the world community. On the first day of the summit, leaders of the Group of Eight does not discussed alternatives to the dollar as global reserve currency. And although the official agenda of the issue was not replacing the dollar, many investors and economists expected, that it will be discussed at a meeting in L’Akuile. However, till now, neither the drafts of statements by the Group of Eight, or anywhere else, the new world reserve currency does not appear.

The International Monetary Fund (IMF) has slightly worsened the outlook for the reduction of world GDP in 2009 – From 1,3% to 1,4%. But in 2010 forecast for world economic growth was raised to 2.5% IMF.
Fund worsened the outlook for TG GDP of the euro area and Germany at 0.6 percentage points – it is expected that the euro zone economy is now reduced to 4.8% by the end of the year, while German GDP – is at 6.2%.
But some optimism is fed by the authors of the report regarding the United States. At the end of 2009 the fall in U.S. GDP is projected at 2.6% and in 2010 expected to have an increase of 0.8%. The IMF notes, that industrial production in the United States seems to have reached its “bottom”, and business sentiment and consumer confidence rising. It should be noted, that only a few months ago in a previous forecast of the IMF it wes expected to decline in the U.S. GDP 2.8% and 0.0% change – in 2010.
The business improved in Japan, where the IMF also sees signs of stabilization. In this regard, the Japanese GDP growth forecast for next year, was increased immediately for 1.2 percentage points – up to 1.7%.
In the report the IMF said, that the world economy gradually stabilized – not least because of the unprecedented measures taken by governments of various countries to deal with the crisis. However, the authors of the report warned, that the optimism is now redundant irrelevant – until the recession is far from complete, and the economic recovery after such shocks will be very slow. Besides the positive factors (such as rising prices for raw materials) is still very weak, while the housing market in many countries have not yet reached the bottom, to start to growing. The state of world financial markets are also far from ideal – they are still recovering from the shock caused by the crisis.

U.S. court has refused to release Texas billionaire – Allen Stanford on bail, who is accused of major financial fraud. District Court Judge – David Hittner granted the application for extension of a preventive measure for A. Stanford as a pre-trial detention.
The prosecution believes, that the international context, and dual citizenship of A. Stanford (he also is a citizen of the Caribbean state of Antigua and Barbuda) could help him avoid American justice.
Earlier, the court agreed to release billionaire on bail of 500 thousand dollars, ruling, that A. Stanford should contain at the house under surveillance.

The Ministry of Finance of the United States has imposed sanctions on an Iranian registered at Kish island “Hong Kong Electronics”, which, according to U.S. authorities, was involved in illegal activities related to the missile program of North Korea. The assets and bank accounts of Iranian companies in the United States had to be frozen, also introduced a ban on dealings with the U.S. business.
The official United States report by the Ministry of Finance indicated, that the Hong Kong Electronics involved in activities related to the illegal proliferation of missile technology for DPRK. According to Washington, the company has acted in the interests of the North Korean bank Tanchon Commercial Bank Corporation and Korea Mining Development Trading Corporation (KOMID), transferring illegally “millions of dollars” in 2007.
Recall, that the UN Security Council after North Korea carried out on 25 May this year second nuclear test, came out a resolution introducing stricter sanctions against that country for the continuation of its nuclear missile program. A ban on exports for North Korea of all types of weapons, as well as a ban on the import of the DPRK all weapons except for small arms. The new Security Council resolution also called upon United Nations Member States to conduct an inspection of suspicious marine, air and ground cargo, which go to North Korea or from it. The Security Council has allowed to inspect North Korean ships in international waters, but without the use of force.
